He was General Director of Programming and Sectorial Coordination of the Ministry of Commerce and Industrial Development. He also served as head of the Federal Consumer Protection Agency (Procuraduría Federal del Consumidor) from 1994 to 1997.
He served as spokesman for the Presidency of Mexico from 1997 to 2000. He was president of the Transportation Commission of the Federal District Representatives Assembly (today Mexico City local Congress); Federal Congressman in the LV Legislature of the Federal Congress; and Constituent Congressman of Mexico City in 2016, in this last activity he participated in the negotiation and drafting of the first Mexico City constitution.

He also coordinates the legal, political, and regulatory analysis of those issues of interest to the firm's clients. He was head of the Responsibilities Department of Banco Nacional de Credito Rural (Development Bank).
He served as Director of Responsibilities and Sanctions of the Energy Ministry, Mines and Parastatal Industry. He served as General Director of Legal Affairs and Legislative Studies of the Department of the Federal District (now Mexico City). He was president of the Government Regulations Commission of the II Federal District Representatives Assembly (today Mexico City local Congress); Federal Congressman in the LVI Legislature of the Federal Congress; Congressman and President of the Justice Commission of the I Legislative Assembly (today Mexico City local Congress); and Constituent Congressman of Mexico City in 2016, in this last activity he participated in the negotiation and drafting of the first constitution of Mexico City.

Lawyer with over 35 years of experience in litigation and legal consulting, which practice has been carried out in different law firms. He has a law degree from the Mexican University known as Universidad Nacional Autónoma de México, with a specialization in Constitutional appeals (amparo). He has a Master's Degree in Constitutional Law and Human Rights, from the Universidad Panamericana. He is also member of the Mexican Bar Association, and the Illustrious and National Bar Association.
He has represented diverse clients from different productive sectors and industries, such as: (i) aeronautics, (ii) agro-industrial, (iii) automotive, (iv) food and beverage, (v) energy, (vi) entertainment, (vii) pharmaceutical, (viii) railroads, (ix) chemical industry, (x) maritime, (xi) mining, (xii) ports, (xiii) retail, (xiv) new technologies, telecommunications, and others.
Within his professional activities he has specialized in public procurement, concessions, administrative contracts, expropriations, public services, urban development, water law, agrarian law, sanitary law, environmental law, state patrimonial responsibility, anti-corruption, money laundering and human rights.
Likewise, his practice has included administrative proceedings before municipal, state, and federal authorities; agrarian and administrative litigation before state and federal authorities, antitrust and constitutional litigation, as well as litigation before the Inter-American Commission on Human Rights (based in Washington, D.C.).
He has participated as author of several publications in his areas of expertise, being the most relevant: (i) "La Privatización Aeroportuaria en México - Régimen Legal a la Apertura de la Inversión Privada en Nuestro País" (Airport Privatization in Mexico - Legal Regime for the Opening of Private Investment in Our Country) and (ii) "Los Medicamentos Huérfanos y el Derecho Humano a la Protección a la Salud" (Orphan Drugs and the Human Right to Health Protection), which is included in the book of proceedings of the National Congress of Associates 2014, Derechos Humanos y sus Garantías, su Identificación y Propuesta de Soluciones Prácticas, edited by the Supreme Court of Justice of the Nation and the Mexican Bar Association.
